I was thinking the other day and i came across a revelation, i believe the black and hispanic dealers are meant for LS, black for black gangs, Hispanic for hispanic gangs and neighbourhoods, the white dealer, should be in San Fierro, i don't know, he just doesn't fit in the hood environment, anyone from there would literally kill him for selling just because he is white, also, he is wearing a hoodie over his head, LS is a hot city while SF in contrast, isn't, or at least the weather makes it seem like it's cold, and as you know, people in Fierro does drugs too.
